Accounts that have been used for vandalism or abuse on multiple wikis or obviously are otherwise being disruptive on multiple wikis.
Abusive sockpuppet accounts used or expected to be used on multiple wikis.
Accounts whose only intent is to spam on WickedGov wikis.
Accounts whose names are manifestly offensive or abusive (these accounts may be hidden from logs as well).
Accounts that have seriously violated basic principles, such as
Publishing child sexual abuse material.
Engaging in hateful or otherwise obviously severe and bad-faith vandalism. Note that test edits and childish vandalism are not necessarily grounds for a global lock.
Making threats of harm against others or encouraging violence.
Persistently/severely harassing others, including off-wiki harassment.
Posting private personal information about others which may endanger them.
Accounts that are suspected to have been compromised.
Accounts belonging to users that have been globally banned.
Accounts that have been created to evade a global block, global lock, or global ban.
Accounts that impersonate others.
Accounts whose owners are known to be deceased.
Accounts belonging to former staff members or contractors.
