Account creators

Account creators are users on local wikis that can create many accounts without being subject to IP-based limits. They can also create a local account for a global account if the user is unable to do it for some reason.
Administrators have all account creator permissions and do not need to request this permission.
Access
Bureaucrats
On wikis with local bureaucrats, bureaucrats are responsible for granting and removing the account creator group according to local policy.
Stewards
On wikis without bureaucrats, or where all bureaucrats are inactive, Stewards are responsible for managing account creator access. To obtain access, users should first post to a centralized forum on the local wiki, following local policies if they exist. Wait at least 7 days to allow discussion, then make a request at Stewards/Requests/Permissions. Be sure to provide a link to the local discussion. A Steward will grant access if there was consensus or if no objections were raised.
