Message definition (Meta:Bureaucrats)
Bureaucrats are chosen by the community in the same manner as administrators (at $rfp), and the qualifications are the same, except that all bureaucrats must already be administrators and must enable [[$2fa|two-factor authentication]]. The removal process is the same as for administrators.
