global policy
Stewards are users with full technical access to all features on all WickedGov wikis. This enables them to act as administrators, bureaucrats, or functionaries on all wikis in uncontroversial cases and emergencies, especially when there are no local users available. Stewards serve the global and local communities and may only act in accordance with consensus. They are volunteers and are not employed by WickedGov.

<em>Stewards are not governors, arbitrators, or mediators</em>; they have no special authority to resolve local or global disputes.

Duties
Primary duties
Stewards are the primary users responsible for performing the following technical actions:

Global user management
* Making and removing global locks on accounts, including suppression of usernames across all wikis
* Making and removing global blocks on IP addresses and accounts
* Renaming global accounts

Restricted user permissions
* Configuring membership in global groups
* Configuring the permissions assigned to global groups
* Adding and removing the local suppressor, checkuser, XML importer, and interface administrator groups on all wikis
* Removing the bureaucrat group on all wikis
* Removing the administrator group on wikis where bureaucrats do not have the technical ability to do so

Miscellaneous
* Creating and maintaining global abuse filters
* Maintaining the global interwiki table
* Deleting pages with more than 5,000 revisions (according to local consensus)

Secondary duties
Stewards are additionally permitted to perform the following actions on all wikis, but only in the following cases:

# Prevention or mitigation of spam or vandalism.
# Prevention or mitigation of disruption caused by compromised accounts.
# Emergencies and urgent situations where no local users are available to act.
# Uncontroversial technical maintenance.
# Carrying out global policies or actions, including global bans and the global inactivity policy.
# When there are no local users who can perform the action, or all privileged local users are inactive.

In all cases, Stewards must perform these actions in a manner compliant with local precedent and procedure.

Administrative actions
* Blocking and unblocking users
* Deleting and undeleting pages, files, revisions, and log entries
* Protecting and unprotecting pages and files
* Editing fully protected pages and files
* Using the rollback feature
* Maintaining local disallowed titles lists and spam blocklists
* Maintaining local abuse filters
* Editing the MediaWiki namespace and user CSS/JS/JSON
* Performing any other action which is traditionally performed by administrators on all or most wikis

User permissions
* Adding the administrator and bureaucrat groups
* Removing the administrator group on wikis where bureaucrats have the technical ability to do so
* Adding and removing the bot group
* Adding and removing the translation administrator, transwiki importer, account creator, autopatrolled, confirmed, and IP block exemption groups
* Adding and removing custom groups configured on individual wikis

Special duties
There are special procedures governing when Stewards may use the CheckUser and suppression permissions.

CheckUser
* On WickedGov Login Wiki, Stewards may use CheckUser in any manner that is compliant with the policy.
* On other wikis that do not have active local checkusers, Stewards may use CheckUser in any manner that is compliant with relevant policies.
* On other wikis that do have active local checkusers, Steward use of CheckUser is restricted to the following situations:
*# Prevention or mitigation of disruption caused by compromised accounts,
*# Situations where the situation is determined to be urgent, and
*# Investigation of cross-wiki abuse or of evasion of a global ban, global lock, or global block.

Suppression
* On wikis that do not have active local suppressors, Stewards may use the suppression tool in any manner that is compliant with relevant policies.
* On wikis that do have active local suppressors, Steward use of the suppression tool is restricted to the following situations:
*# Situations where the situation is determined to be urgent,
*# Suppression of usernames from histories and logs as part of the global account suppression feature, and
*# When the decision of local suppressors with respect to the content is manifestly noncompliant with the suppression policy.

Election
Candidates interested in becoming Stewards must meet the following requirements:

# Have made at least 600 edits across all WickedGov projects.
# Have made at least 20 edits across all WickedGov projects in the last 90 days.
# Have had a WickedGov global account for at least 3 months.
# Hold administrator or bureaucrat access on one or more WickedGov projects or hold global sysop access.
# Appear on the identification noticeboard.

Voters in Steward elections must meet the first three requirements.

Election timing
When a candidate submits an application to become a Steward:
# If the last election concluded more than 180 days ago, a 14-day waiting period shall immediately start where other users are encouraged to submit applications.
# If the last election concluded less than 180 days ago, the waiting period shall last until the 195th day after the last election concluded.

At the conclusion of the waiting period, the election shall start.

Election procedure
Removal
Resignation
Stewards are permitted to resign at any time. Stewards who resign may only have their access restored through the regular election process.

Inactivity
The access of a Steward shall be removed if the Steward has not edited any WickedGov wiki in the last 6 months.

By other Stewards
Two-thirds of all Stewards are authorized to remove the access of a Steward for abuse or serious misuse of Steward tools. Stewards who have access removed in this manner may only have their access restored through the regular election process.

By system administrators
System administrators are authorized to remove the access of any Steward account that is endangering the security or technical wellbeing of the WickedGov sites. In such cases, system administrators are also authorized to reverse their own action if they determine that such danger no longer exists.

Confirmation discussions
Confirmation of a Steward may be called:
# By the signatures of 10 community members, all of which are eligible to vote in Steward elections,
# By the request of 40% of all Stewards, or
# Automatically, one year after the start of the term of a Steward who has been elected with at least 70% but less than 80% support,

Provided, however, that no Steward shall be subjected to multiple confirmation discussions within any one 365-day period.

Confirmation discussions are not a vote and are based on consensus; users must present specific points in favor of or against confirmation.

Confirmation discussions shall last 14 days, unless there is clear and overwhelming consensus before then.

Office actions
In response to violations of user privacy or other serious or legal matters, and to protect the vital interests of the WickedGov sites, the WickedGov office may remove the Steward access of any user through an office action and may also declare such user ineligible for re-election for a fixed period or indefinitely.
Access
Global access
Certain users, for the satisfactory performance of their duties, require access to temporary account IP addresses on all WickedGov projects.

Stewards
Stewards have automatic access to reveal temporary account IP addresses across all projects, without any need to check a preference. Stewards are expected to use this access in accordance with this policy and the access to nonpublic personal data policy.

Staff
Members of the Staff global group also have automatic access on all projects. Staff members with this access are expected to use it in accordance with internal policy.

Global sysops
Members of the global sysop and global rollbacker groups may opt into global access at Special:GlobalPreferences. Members of these groups, if opted in, are expected to use this access in accordance with this policy, solely for the prevention and investigation of vandalism and other abuse of the projects or violations of applicable policies.

Alternatively, global sysops may choose not to opt-in; access will then not be granted so long as the users are not also members of user groups that have automatic access.

Checkusers and suppressors
To aid their local investigations, checkusers and suppressors on local wikis may also opt into global access at Special:GlobalPreferences. Members of these groups, if opted in, are expected to use this access in accordance with this policy and the access to nonpublic personal data policy.

Alternatively, checkusers and suppressors may choose not to opt-in to global access; access will then not be granted so long as the users are not also members of user groups that have automatic global access.

Local access
The following users are granted special access on a specific project to help prevent and investigate abuse on that project.

Checkusers and suppressors
Checkusers and suppressors have automatic access to reveal temporary account IP addresses on the project where they hold their privileges, without any need to check a preference. Users in these groups are expected to use their access in accordance with this policy and the access to nonpublic personal data policy.

Administrators and bureaucrats
Administrators and bureaucrats may opt into local access by visiting Special:Preferences on the project where they hold their access. Members of these groups, if opted in, are expected to use this access in accordance with this policy, solely for the prevention and investigation of vandalism and other abuse of the relevant project or violations of applicable policies.

Alternatively, administrators and bureaucrats may choose not to opt-in; access will then not be granted so long as the users are not also members of user groups that have automatic access.

Other users
Users who are not members of any above group may still need to be granted local access to IP reveal for assistance with protection of a project.

All such users must meet the following requirements:

# Have had an account for at least 6 months.
# Have made a minimum of 300 edits to the project on which they have access.
# Meet any additional requirements specified by consensus of the local community or, in the case of a request to the Stewards, any additional procedures established by the Stewards.
# Make a successful request to administrators or bureaucrats, or, if no local privileged users are available, to Stewards.
# Opt in through Special:Preferences on the local project.
# Agree to use the IP reveal tool in accordance with this policy, solely for the prevention and investigation of vandalism and other abuse of the relevant project or violations of applicable policies.

The privileges of such users shall be suspended if they have not made any edits or publicly logged actions on the local project for 2 years. Once suspended, the privileges may only be restored by meeting all requirements above.

Exception to requirements
If the Stewards are presented with compelling reasons to do so, they may, on a case-by-case basis, and unless prohibited by local procedure, grant special access to users who do not meet the first or second requirement but nevertheless have the confidence of local community members. Administrators and bureaucrats are not authorized to use this exception.

IP auto-reveal tool
The IP auto-reveal tool allows privileged users to easily see IP addresses of temporary accounts without needing to click buttons, assisting them in patrolling and investigations.

The IP auto-reveal tool can only be enabled for a limited time, after which it will automatically be disabled. This time may be extended if needed.

Due to the elevated potential for misuse of the IP auto-reveal tool, access to such tool will only be granted to those who have automatic access to the IP reveal tool (without needing to check a preference).

Logging
To ensure responsible and judicious use of the tool, Stewards and staff members shall have access to view an IP reveal log on all wikis. Checkusers shall have access to the log on the wiki where they have their access. The log shall record the following actions:

# Viewing IP addresses used by a temporary account,
# Viewing temporary accounts associated with an IP address or IP address range,
# Enabling or disabling the IP auto-reveal tool, and
# Enabling or disabling the preference controlling access to the IP reveal tool.

Removal of access
Users who are sitewide blocked on a project cannot use the IP reveal tool on that project. Users who are globally blocked are also blocked from using the IP reveal tool on all projects except Meta.

In cases of misuse of the IP reveal tool, Stewards are authorized to remove access.

Privileged local users or, if none are available, Stewards are also authorized to remove access if local consensus so dictates.

Violations of user privacy may be reported to officewickedgov.org, and office actions may be taken to remove access to the tool.

global policy

* Renaming global accounts

* Blocking and unblocking users
* Deleting and undeleting pages, files, revisions, and log entries
* Protecting and unprotecting pages and files
* Editing fully protected pages and files
* Using the rollback feature
* Maintaining local disallowed titles lists and spam blocklists
* Maintaining local abuse filters

CheckUser is a tool available to Stewards and to certain local administrators (called "checkusers"). The tool may be used to reveal the IP addresses associated with a registered account, as well as other technical data about accounts and IP addresses.

Use of the tool
CheckUser should be used to prevent or investigate vandalism, sockpuppetry, and other disruption on the WickedGov site. It should never be used to exert political control or threaten other users.

Checkusers are permitted, but not required, to notify the subjects of their checks.

Grounds for checking
Checkusers must always be able to cite specific, reasonable grounds for conducting a check. Valid reasons include:

* Reasonable suspicion of sockpuppetry, even if the primary account is not known.
* When a history of abusing multiple accounts has been established, checking IP addresses for purposes of detecting sleeper accounts or blocking underlying IPs.

Use of CheckUser without justification is called "fishing" and is prohibited. Fishing or other inappropriate use of CheckUser may result in revocation of privileges.

Release of CheckUser data
Per the Privacy Policy, private CheckUser data must not be disclosed, except in the following circumstances:

* With the consent of the checked user.
* As necessary to prevent persistent vandalism or abuse to WickedGov. This includes necessary disclosure of IP addresses in order to make IP blocks.

When in doubt, checkusers should provide as little information as possible. Explicit statements such as "User A is connecting from IP address 127.0.0.1" are rarely necessary and should be avoided.

CheckUser access
Stewards
Stewards are granted CheckUser access on the WickedGov Login Wiki. This allows them to view CheckUser data for log-in and logout actions across all projects, which they may do for any reason compliant with this policy.

Additionally, Stewards are the primary users responsible for performing CheckUser on other wikis that do not have local checkusers. To grant themselves this access, Stewards are authorized to temporarily add themselves to the <code>checkuser</code> group on a local wiki.

On wikis where active local checkusers do exist, Steward use of CheckUser is restricted to the following cases:

# Prevention or mitigation of disruption caused by compromised accounts.
# Emergencies and urgent situations.
# Investigation of cross-wiki abuse or of evasion of a global ban, global lock, or global block.

Generally, Stewards should avoid using CheckUser on wikis with established CheckUser processes where they are not local checkusers themselves.

Stewards should not self-grant indefinite CheckUser access except on Login Wiki or when there is local consensus.

Local checkusers
Sometimes, checkusers may be appointed on individual wikis, subject to the following rules:

* The local checkuser flag may be granted and removed by Stewards only.
* Temporary CheckUser access will not be granted, except for Stewards.
* According to local policies, local checkusers may be appointed either by local consensus or by a local Arbitration Committee or similar body.
* All users applying for local CheckUser access must either be (a) a local administrator or (b) a member of a local Arbitration Committee or similar body.
* All checkusers must have two-factor authentication enabled.
* On any wiki, there must be at least two users with CheckUser access, or none at all. This is so that they can mutually control and confirm their actions. In the case where only one checkuser is left on a wiki (when the only other one retires or is removed), the community must appoint a new checkuser immediately (so that the number of checkusers is at least two). If the community does not do so, the remaining checkuser shall also have access removed.
* The wiki must be large enough to require local checkusers. Stewards will make the final determination of this point based on criteria including the size of the community and the frequency of checks being necessary.
* There must be broad consensus for the appointment. In cases of appointments by arbitration committees, the election of arbitrators must have been well-attended.

Luke: /* Stewards */ +

global policy
Suppression (historically known as oversight) is a procedure used by Stewards and local privileged users (called "suppressors") to remove personal information and other sensitive data from visibility, even by administrators.

Policy
Criteria
In general, suppression shall only be applied in the following circumstances:
* Private personally identifiable information posted without consent, including links and directions to websites and other sources that publish private information without consent.
** Personally identifiable information includes, but is not limited to: physical addresses or locations, names, phone numbers, email addresses, or any other information linked to real-world identity.
** Even if an editor has released personal information on another public website, it is still subject to suppression unless an editor has also posted the information on a WickedGov site.
** This criterion includes IP addresses inadvertently revealed by editing while logged out.
** This criterion includes any non-public personal information published about minors who are not public figures, even if the minor deliberately posted it themselves.
* Copyright infringement in exceptional cases, such as when the office has received a DMCA complaint. Suppression under this criterion should only be done after request of staff. In most cases, revision deletion is acceptable and sufficient.
* Obviously defamatory content when severe enough to warrant exceptional action. In less severe cases, revision deletion or simple reverting may be sufficient.
* Valid deletions under deletion policies where technical restrictions do not allow for normal deletion.
* Legally required suppressions in the judgement of the WickedGov office.
* Grossly offensive usernames when they do not meet any other criterion but there is no compelling reason to keep the username. This includes attack usernames: usernames that contain derogatory, contentious, or misleading statements about another person, organization, or group.

Reposting suppressed material
Describing or reposting suppressed content is prohibited. In addition to any authority conferred by the Stewards policy, Stewards may make global blocks or global locks against users who repost suppressed content or otherwise violate this policy.

Suppression access
Stewards
Stewards are the primary users with access to the suppression tool.

If required, Stewards are permitted to temporarily grant themselves suppression access on any wiki. However, if active local suppressors exist on a wiki, Stewards should allow the suppressors to make their own decision about the content, unless (1) Stewards determine that the situation is urgent or (2) the decision of local suppressors is manifestly incorrect.

Stewards should not self-grant indefinite suppression access except when there is local consensus.

Local suppressors
Sometimes, suppressors may be appointed on individual wikis, subject to the following rules:

* The local suppressor flag may be granted and removed by Stewards only.
* Temporary suppression access will not be granted, except for Stewards.
* According to local policies, local suppressors may be appointed either by local consensus or by a local Arbitration Committee or similar body.
* All users applying for local suppression access must either be (a) a local administrator or (b) a member of a local Arbitration Committee or similar body.
* All suppressors must have two-factor authentication enabled.
* On any wiki, there must be at least two users with suppression access, or none at all. This is so that they can mutually control and confirm their actions. In the case where only one suppressor is left on a wiki (when the only other one retires or is removed), the community must appoint a new suppressor immediately (so that the number of suppressors is at least two). If the community does not do so, the remaining suppressor shall also have access removed.
* The wiki must be large enough to require local suppressors. Stewards will make the final determination of this point based on criteria including the size of the community and the frequency of suppression being necessary.
* There must be broad consensus for the appointment. In cases of appointments by arbitration committees, the election of arbitrators must have been well-attended.

Requesting suppression
To request suppression, please contact the Stewards as soon as possible.
* Any registered user with a confirmed email address can contact them at Special:EmailUser/Suppression
* Direct email is also available at <kbd>suppresswickedgov.org</kbd>
* Local wikis may also have their own procedures

Even if you are not sure whether information should be suppressed, a Steward or suppressor will be able to review the edit and make a determination. Do not talk publicly about requests for suppression, as this will have the opposite effect of what is intended.

# Meet any additional requirements specified by consensus of the local community.

# Meet any additional requirements specified by consensus of the local community.

Luke: /* Global blocks */ +

information page
This handbook is designed to document the duties of Stewards and how to perform them in accordance with policies and guidelines.

Global account management
Locking and hiding
Stewards have access to the Special:CentralAuth interface, which allows accounts to be globally locked. Global locks prevent accounts from logging in across all wikis. Locked accounts can also be hidden, meaning that they will not appear on Special:GlobalUsers, or suppressed, meaning that the username will be removed from view in all edits and logs. Hiding and suppression of accounts must comply with the suppression policy.

Alternatively, Special:MultiLock can be used to (un)lock or (un)hide multiple global accounts at once.

Renaming
Global accounts may be renamed at Special:GlobalRenameUser. This should only be done upon request by the user. There is also a queue, Special:GlobalRenameQueue, that contains global rename requests which need to be processed.

Note that global renames may take a while to complete. If a global rename reports as "failed" or takes more than a couple hours, contact a system administrator.

User rights management
Global rights and groups
Stewards have complete access to customize the rights assigned to global groups as well as users' membership in such groups. Global group membership can be assigned and removed at Special:GlobalUserRights. Permissions assigned to global groups can be viewed and edited at Special:GlobalGroupPermissions.

Also, global groups can be configured to only apply on a specific set of wikis. These "wiki sets" can be created and modified at Special:WikiSets.

Local groups
Stewards also have complete access to configure membership in local groups on all wikis. For transparency purposes, these changes must be made on Meta.

To access a user's rights management page, go to Special:UserRights and enter the following:

<kbd>username@languageproject</kbd>

* username is the username of the user.
* language is the two-letter language code of the project, if any ("en" for English projects).
* project is the project code.
** For the statewide wiki, this is "wickedgov". For TechWiki, this is "techwiki".
** For municipality wikis, use the municipality name without any spaces (for example, LambWiki uses "sterling").

Note that if you are configuring Meta group membership, you should only enter the username and leave out the "@" sign and everything after it.

Global blocks
Stewards may globally block accounts and IP addresses at Special:GlobalBlock. Unlike global locks, these actions may be locally overridden by administrators.

Note that global blocks always disable talk page access on all wikis where they are active.

By default, global blocks have no effect on Meta. If abuse on Meta has occurred or is expected, it may be a good idea to check the "" box.

Starting in December 2025, multiple global blocks can be quickly made at Special:MassGlobalBlock.

CheckUser
Stewards primarily have access to the CheckUser tool on Login Wiki. This can be used to get IP addresses and user agents for accounts newer than 90 days old. Reasonable suspicion of sockpuppetry or other disruptive behavior is required before a check can be conducted.

If necessary to prevent abuse, Stewards are also permitted to temporarily flag themselves as checkusers on other wikis (see #User rights management above).

Administrative actions
Stewards have administrator-level access on all WickedGov projects. On wikis where they do not have local administrator access, Stewards should only use administrative rights in uncontroversial cases, such as for technical maintenance or combating spam or vandalism.

Guidelines for processing requests
Permissions
General considerations
* Do not change user rights (especially administrator and bureaucrat) if there are local users who can process the request.

Administrator
* A prospective administrator should post a request for adminship on a local centralized noticeboard; the request should generally remain open for at least 7 days.
* If there is no significant participation in the request, but no objection either, Stewards may grant access for a trial period of 3 months–1 year.
** After the trial period, this process may be repeated. If no obvious issues arose with the trial, access may then be granted indefinitely.
* If there is significant participation (at least a few !votes) and a clear consensus in favor, grant access indefinitely.
* If there is no clear consensus, the request should be denied.

Bureaucrat
* Small wikis do not require bureaucrats.
* A prospective bureaucrat should post a request for bureaucratship on a local centralized noticeboard; the request should generally remain open for at least 7 days.
* The user should already be a permanent administrator.
* The community should be large enough to require bureaucrats—consider the number of administrators and bots on the wiki.
* There should be significant participation in the RfB (at least a few !votes) and a clear consensus.
* Temporary bureaucrat access shall not be granted by the Stewards.

Interface administrator
* The user should already be an administrator. In no case shall the Stewards grant interface administrator access for a longer duration than sysop access.
* A prospective interface administrator should post a request for interface adminship on a local centralized noticeboard; the request should generally remain open for at least 7 days.
* Ensure that the user has enabled two-factor authentication (this can be checked at Special:VerifyOATHForUser).
* If there is no significant participation in the request, but no objection either, Stewards may grant access for a period of 3 months–1 year. After the period, this process may be repeated, and temporary access may be renewed, but indefinite access should not be given unless there is significant participation.
* If there is significant participation (at least a few !votes) and a clear consensus in favor, grant access indefinitely, unless access is only required for a specific task. In that case, grant temporary access for the necessary duration.
* If there is no clear consensus, the request should be denied.

Bot
* A prospective bot operator should gain community approval first through a request on a centralized noticeboard; the request should generally remain open for at least 7 days. The request should detail the expected bot task(s), duration, and frequency.
* No support !votes are required, but any objections should be thoroughly discussed.
* If you are unsure whether the bot will run properly, consider asking for trial edits before flagging the bot.

Checkuser
* Read the policy carefully.
* Ensure that the candidate's username appears on the identification noticeboard.
* The user should already be an administrator or ArbCom member.
* Ensure that the user has enabled two-factor authentication (this can be checked at Special:VerifyOATHForUser).
* Each community with local checkusers must have at least two checkusers; do not grant access if a user would be the only checkuser on the wiki.
* Small wikis do not require checkusers—consider the size of the community and the number of local checks that currently need to be performed by Stewards.
* There should be thorough participation in the RfCU and a clear consensus.
* Temporary CheckUser access shall not be granted.

Suppressor
* Read the suppression policy carefully.
* Ensure that the candidate's username appears on the identification noticeboard.
* The user should already be an administrator or ArbCom member.
* Ensure that the user has enabled two-factor authentication (this can be checked at Special:VerifyOATHForUser).
* Each community with local suppressors must have at least two suppressors; do not grant access if a user would be the only suppressor on the wiki.
* Small wikis do not require suppressors—consider the size of the community and the number of local suppressions that currently need to be performed by Stewards.
* There should be thorough participation in the RfOS and a clear consensus.
* Temporary suppression access shall not be granted.

Other permissions
* These permissions include account creator, transwiki/XML importer, translation administrator, and any sub-sysop permission.
* The candidate should make a request on the local wiki; the request should generally remain open for at least 7 days.
* No support !votes are required, but any objections should be thoroughly discussed.
* Access may be granted temporarily or indefinitely based on the level of consensus, the size of the wiki, demonstrated need for the permission, and the experience and trustworthiness of the permission holder.

Global blocks are technical actions performed by Stewards to prevent an account, IP address, or range of IP addresses from contributing to all WickedGov wikis for a fixed period of time or indefinitely. Global blocks on IP addresses or a range of IP addresses disable account creation from the blocked IP by default and can also prevent editing while logged in to an account.

<!--T:2-->
Global blocks prevent editing on all public WickedGov projects except Meta. Globally blocked users that cause disruption on Meta, or that are reasonably expected to cause disruption, may additionally be locally blocked.

<!--T:3-->
Global blocks remove talk page access on all wikis opted in to the block.

== Global IP blocks == <!--T:4-->

<!--T:5-->
The GlobalBlocking extension can block an IP address or range (maximum of /16 in IPv4, maximum of /19 in IPv6).

=== Guidelines === <!--T:6-->

<!--T:7-->
While exceptions exist, these are the guidelines:</translate>

* <translate><!--T:8--> Global IP blocks should only be placed where a combination of page protection, local blocks, and other technical and non-technical measures would be ineffective or inefficient.</translate>
* <translate><!--T:9--> Global blocks may be placed on IP addresses:</translate>
** <translate><!--T:10--> Who engage in widespread cross-wiki vandalism, where that cross-wiki vandalism would currently require the intervention of stewards (as opposed to allowing local communities to manage the vandalism).</translate>
** <translate><!--T:11--> Who engage in cross-wiki spamming, where the user shows clear disregard for external link policies of the respective wikis.</translate>
** <translate><!--T:12--> Who are otherwise blatantly disrupting multiple projects, and the local communities of those projects are unable to effectively manage the behaviour. This is not intended to cover "trolling" or similar behaviour.</translate>
** <translate><!--T:13--> Which are open proxies.</translate>
* <translate><!--T:14--> Global blocks should be placed with the lowest expiry possible while still remaining effective. All IP address global blocks should have an expiry (none should be indefinite).</translate>
* <translate><!--T:15--> Global blocks should, wherever practicable and sensible, be placed with the "anonymous-only" flag on. Remember that even in this case, account creation from the blocked address(es) is prevented.</translate>
<translate>
== Global account blocks == <!--T:16-->

<!--T:17-->
The GlobalBlocking extension also supports global blocking of accounts.

=== Guidelines === <!--T:18-->

<!--T:19-->
Global blocks are globally-set actions that prevent a user from editing and making most logged actions across all wikis but permit local projects to exempt globally blocked users on their wiki. These are preferred over global locks in cases where:</translate>
# <translate><!--T:20--> A global block is necessary to prevent abuse, but the severity of abuse is not at a level that necessitates locking them out of their account, and an on-wiki appeal would be acceptable/preferred.</translate>
# <translate><!--T:21--> the user is constructively editing on a project that is likely to want them to be able to continue editing, and the severity of the violations do not necessitate a global lock. In these cases, Stewards may proactively locally exempt the user from the global block on the projects on which they are constructively editing.</translate>
# <translate><!--T:22--> An autoblock would prevent further abuse.</translate>

<translate><!--T:23--> Below is a list of common reasons for global blocks of accounts:</translate>

* <translate><!--T:24--> Cross-wiki promotional editing (but not malicious linkspam).</translate>
* <translate><!--T:25--> Malfunctioning bots.</translate>
* <translate><!--T:26--> Cross-wiki disruptive editing that may be in good faith.</translate>

<translate>
<!--T:1-->
Global locks are a way by which Stewards can technically prevent WickedGov accounts logging in on all projects. Global locks are generally applied to cross-wiki vandalism-only accounts, spam-only accounts, long-term abuser sockpuppet accounts, and compromised accounts. The locking interface also offers the option of suppressing the account name in all logs, for usernames that are harassing or offensive or that reveal inappropriate personal information.

<!--T:2-->
* To report a user who should be globally locked, or to request that another user be unlocked, see <tvar name="srg">Stewards/Requests/Global</tvar>
* If you are globally locked (for reasons other than being compromised), you should appeal by emailing <tvar name="stewardsat"><kbd>stewardswickedgov.org</kbd></tvar>
* If your account has been locked with the reason "Compromised account", please contact <tvar name="infoat"><kbd>infowickedgov.org</kbd></tvar> for account recovery

== Criteria == <!--T:3-->

<!--T:4-->
Global locks are implemented by Stewards at their discretion. Global locks are globally-set actions that lock a user out of their account and do not permit local projects to place exemptions. These are preferred over global blocks in cases where:

<!--T:5-->
# the likelihood of a successful appeal is low given the severity of abuse, and the Stewards would be best suited to handle the appeal privately, or
# when the user should be locked out of their account, such as due to account compromise or if the user has become deceased.

<!--T:6-->
The following list identifies common reasons for global locks:</translate>

<!--T:7-->
* <translate><!--T:8--> Accounts that have been used for vandalism or abuse on multiple wikis or obviously are otherwise being disruptive on multiple wikis.</translate>
* <translate><!--T:9--> Abusive sockpuppet accounts used or expected to be used on multiple wikis.</translate>
* <translate><!--T:10--> Accounts whose only intent is to spam on WickedGov wikis.</translate>
* <translate><!--T:11--> Accounts whose names are manifestly offensive or abusive (these accounts may be hidden from logs as well).</translate>
* <translate><!--T:12--> Accounts that have committed actions that are clearly incompatible with good-faith editing. Such actions include, but are not limited to:</translate>
**<translate><!--T:13--> Publishing child sexual abuse material.</translate>
**<translate><!--T:14--> Engaging in hateful or otherwise especially severe vandalism. Note that test edits and childish vandalism are not necessarily grounds for a global lock.</translate>
** <translate><!--T:15--> Making threats of harm against others or encouraging violence.</translate>
** <translate><!--T:16--> Persistently or severely harassing others, including off-wiki harassment.</translate>
**<translate><!--T:17--> Posting private personal information about others which may endanger them.</translate>
* <translate><!--T:18--> Accounts that are suspected to have been compromised.</translate>
* <translate><!--T:19--> Accounts belonging to users that have been globally banned.</translate>
* <translate><!--T:20--> Accounts that have been created to evade a global block, global lock, or global ban.</translate>
* <translate><!--T:21--> Accounts that impersonate others.</translate>
* <translate><!--T:22--> Accounts whose owners are known to be deceased.</translate>
* <translate><!--T:23--> Accounts belonging to former staff members or contractors.</translate>
* <translate><!--T:24--> Accounts that have been vanished.</translate>

Compromised accounts are accounts that have been hijacked by people other than their rightful owners.

== Response == <!--T:2-->

<!--T:3-->
If you notice a compromised account, contact the Stewards. This can be done either at Stewards/Requests/Global or by email to <tvar name="stewardsat"><kbd>stewardswickedgov.org</kbd></tvar>. The Stewards will globally lock the account to stop any abuse and prevent the account's settings from being changed. They may also remove any advanced privileges from the account.

<!--T:4-->
After the account has been locked, system administrators may investigate further, such as by using CheckUser to confirm that the account is compromised.

== Recovery == <!--T:5-->

<!--T:6-->
In some cases, it may be possible to recover a compromised account. If your account has been compromised, and you wish to recover it, contact system administrators at <tvar name="infoat"><kbd>infowickedgov.org</kbd></tvar>.

== Prevention == <!--T:7-->

<!--T:8-->
All users can take certain actions to prevent their accounts from being compromised. These include:

<!--T:9-->
* Choosing a strong password that is not shared across other websites.
* Enabling two-factor authentication (this step is required for certain privileged users).
* Avoiding use of untrusted public computers and networks.
The WickedGov sites are publicly editable wikis aiming to share Massachusetts civic knowledge with everyone. Due to the collaborative nature of WickedGov and wikis in general, we must collect, use, and share some information about you so the wiki can work effectively and you can have a good experience. Nevertheless, we aim to respect your privacy whenever possible. This policy summarizes when we may collect, use, and share personal information about you.
We aim to keep this page in plain English so that anyone may understand it. There are a few definitions that you should know to better understand this page.
Information collected and used
We may collect information about you when you use WickedGov.

Publicly shared information
When you make a contribution to WickedGov (such as editing a page, moving a page, thanking a user, &c.), information about your contribution will be automatically collected and publicly shared by MediaWiki, the software that powers WickedGov. This information includes:

* Your username, if you are logged in.
* Your IP address, if you are logged out.
* The content of your edit and/or the action you took.
* The date and time at which you made the contribution.

When you make contributions, keep in mind that you might be sharing personal information. For example, if you upload media, the media might have personal information attached, such as geolocation.

By creating an account or making contributions, you agree to publicly release all of the above information. In general, we will not censor or erase this information, but we reserve the right to do so at our sole discretion.

User preferences
When you create an account or provide any user settings or preferences to us, those preferences may be stored indefinitely. Some settings, such as your username and preferred pronouns, are public. Other settings, such as your email address, are kept private, unless you choose to share them.

Automatically collected information
* Like many other websites, we use "cookies" to improve your browsing experience.
* Whenever you visit a WickedGov site, your browser sends certain information to us. This includes the type of device you are using (and possibly a unique identifier) and the IP address you are connecting from. This data is collected and retained for 90 days.

Sharing of information
* As stated above, some of the collected information is shared publicly.
* Private information, such as device types, email addresses, and IP addresses, is shared with certain trusted administrators. Additionally, it may be shared publicly and with other entities under the following circumstances:
** With your consent.
** When we reasonably believe that the sharing is necessary to protect life or limb.
** To prevent vandalism or abuse to the WickedGov sites.
** When we reasonably believe that we are legally required to disclose the information.

Changes to this policy
Changes to this policy may be made as follows:
* All changes made prior to January 31, 2025 (UTC) may be made without notice.
* All other changes may be made with seven days' notice.
* "Notice" means a clear, prominent notification on the WickedGov sites displayed continuously (unless manually dismissed) for the specified period. Notification by other methods (such as email) is optional.
* "Day" means 24 hours.

Luke: /* Permissions */ general improvements

information page

Checkuser
* Read the policy carefully.

Luke: /* Local checkusers */ allow for more discretion by stewards

global policy

Stewards
Stewards are the primary users with access to the CheckUser tool. Stewards are granted CheckUser access on the WickedGov Login Wiki. This allows them to view CheckUser data for log-in and logout actions across all projects.

If required, Stewards are permitted to temporarily grant themselves CheckUser access on other wikis in any of the following circumstances:

# Prevention or mitigation of spam or vandalism.
# Prevention or mitigation of disruption caused by compromised accounts.
# Emergencies and urgent situations.
# To investigate cross-wiki abuse or evasion of a global ban, global lock, or global block.
# When there are no local checkusers on a wiki, or all local checkusers are inactive.

Unless absolutely necessary, Stewards should avoid using CheckUser on wikis with established CheckUser processes where they are not local checkusers themselves.

In cases of appointments by arbitration committees, the election of arbitrators must have been well-attended.

global policy

This is permitted regardless of whether local suppressors exist. However, if local suppressors do exist and have already made a determination with respect to the content, Stewards should respect this decision (unless it is manifestly incorrect).

Luke: /* Reposting suppressed material */ trim for local autonomy

global policy

This is permitted regardless of whether local suppressors exist. However, if local suppressors do exist and have already made a determination with respect to the content, Stewards should respect this decision (unless it is manifestly incorrect).

* There must be broad consensus for the appointment with numerous users participating.
